possible to run slow-motion manual frame by frame on a video player?

is there a video player or something that can run slow-motion manual frame by frame? there's an animation effect i want to copy and study so i can recreate something similair but i can't take screenshots frame by frame just by hitting pause that fast. it always skips a couple of frames.

i've never used Windows Movie Maker, i'm using another movie making program that came with my analogous capture card, but that program don't open all files. this one seems to be working with Windows Movie Maker though, but i guess it will take a bit of learning the program first.
